Open System refers to the fact that it will be “open” and available to all users to which the system extends. It also has to meet certain government regulations and guidelines and allow for government agencies to check into it from time to time.
Architecture is just a fancy word describing the design process. The complexities of this system and its integration plan are similar to the complexities of a blueprint for a building.
